OMIS which we have developed with new generation web technologies, brings many innovations in its field with it. Our system improved with service oriented architecture, has been designed in compliance with Smart City concept where different corporations may work as a whole and which is completely open to integration within corporations and between corporations.

OMIS Management Information System is completely a parametric system. Functions in applications are not working with fixed variables, but with parameters. Consequently each corporation working on the same system can actualise applications special for them without changing codes, by small changes on parameters. This structure provides each corporation to use automation system prepared especially for them.


After years of work experience and our company has shown that the existing municipal automation systems can not meet the needs of Municipalities of Turkey. Turkey to meet the needs of municipalities; Web-based, fully parametric, developed using service architecture, fully integrated, document-based, rapid solution to design problems and most importantly, an automation system that can understand the language of users and people should be used. Our new project we have developed a real solution to meet this need; OMIS is.


The needs of institutions are changing and developing day by day. The way to meet these needs continuously is through a parametric system. Thanks to this system, it will be able to meet its own needs by adjusting different parameters according to the needs of the institution.


In official institutions, all transactions are in exchange for official documents. Therefore, document-based design is a design that should be targeted not only for the municipality but also for all official institutions. The working principle is simple; the scanned version of each incoming document. As a result of this process, the system not only contributes to the digital archive of the institution, but also prevents the civil servants from wasting time with searching documents.


One of the problems on the software side is errors. These errors are often not seen or ignored by the user. Worse, the user may not receive information as to how to solve the error. In order to solve these problems, the error reporting system that we put in OMIS automatically reports the system status and information about the error to our system without needing to communicate with the user. Incoming reports are quickly evaluated and corrected, perhaps even without the user's knowledge. With this method, we find the fastest solution to the problems faced by institutions.


One of the priorities of a good automation system is versatile access and ease of maintenance. Versatile Access is to provide access to the system by means of the programs that we call browser (web browser) which can only display web pages both inside and outside the organization.

Although there are many other alternative methods for access, web-based access is the fastest and healthiest access method. Web-based access is secure using SSL if necessary, and faster using http compression or caching if necessary. The second benefit of a web-based system is ease of maintenance. It is the operation of IT personnel without the need to install any software.


OMIS is an automation product designed to serve internationally. Multi-language support is available to use a customized version for each region. Thanks to its dynamic structure, every user will be able to use OMIS in their preferred language. When a user using the same system uses the system in Turkish, another municipality employee, citizen or tourist will be able to perform their transactions in any language they want.


Service-based architecture is important in terms of both providing healthy results and providing an architecture that can be changed or improved by the organization if necessary. This architecture also E-Government and so on. It provides convenience in external integration and can be opened out via web services based on authorization. The modularity provided by this service architecture offers a very flexible structure. For example, if you want to keep your username and password on an Idap or domain server, or if the service provider used for SMS changes, the only thing to do is activate the service.


OMIS is a process-based automation infrastructure with multi-language support, developed with next generation web-based technologies, with a service-oriented architecture whose philosophy is integration. The goal we have put forward with OMIS is that this automation developed in our country supports public progress in informatics as a building block and it is used abroad to introduce our technology to the world. For this reason, OMIS has the same name in Turkish and English.
